Yes, that report was very disconcerting. I saw an interview on PBS with the WaPo reporter who wrote the story.

To avoid his predecessor's approach of top-down DoJ prosecutions and the debacle caused by Comey's interference in the last days of the 2016 campaign, MG thought a bottom-to-top approach would be more transparent and free of political fallout. Go after Proud Boys et al, and that will lead to the top dogs, Stone, Trump, etc.

Unfortunately, it didn't work. The mechanisms weren't there after Barr's tenure, and the Oath Keepers and Proud Boys kept the lid on. And all that time, more than a year, was wasted. But I suspect MG's appointment of Jack Smith as Special Prosecutor will soon rectify the situation. He's no mealy-mouthed scaredy-cat. That's for sure.
